《普通话水平测试实施纲要》主要内容包括:普通话水平测试大纲；普通话语音分析；普通话水平测试用普通话词语表；普通话水平测试用普通话与方言词语对照表；普通话水平测试用普通话与方言常见语法的差异对照表等。
《普通话水平测试实施纲要》，由国家语委普通话培训测试中心编制、教育部语言文字应用管理司审定，商务印书馆出版。
普通话水平测试（PSC）是测查应试人普通话规范程度、熟练程度、认定其普通话水平等级的国家级口语考试，是国家推广普通话的重要措施之一，自1994年起在各地各行迅速展开。2001年1月开始实行的《国家通用语言文字法》为普通话水平测试提供了明确的法律依据。目前它已不只是一种面向播音员、节目主持人和影视话剧演员、教师、国家机关工作人员等法律规定的特定岗位人员的语言测试，受测范围正逐步扩大到在校大学生和与口语表达密切相关的公共服务等行业。普通话水平测试在香港、澳门特别行政区也获得了广泛认同，成为测查和评定港澳人士普通话水平的一种权威性考试，报名接受测试的人员逐年增多。据统计，全国接受普通话水平测试的人员已超过1000万人次。普通话水平测试在促进我国普通话的推广、普及和应用水平提高方面发挥了重要的作用。
为使普通话水平测试工作更加规范、有序、健康地发展，2003年1月国家语委规范（标准）审定委员会审定通过了《普通话水平测试大纲》，同年10月，该《大纲》由教育部、国家语委正式公布，将于2004年10月开始实施。《大纲》以部颁文件的形式规定了普通话水平测试的性质、目的、要求，工作的原则和依据，测试的方式和范围，评分系统和方法等。国家语委普通话水平测试中心课题组根据《大纲》对测试内容的规定，编制《普通话水平测试实施纲要》。《实施纲要》作为普通话水平测试国家指导用书，规定了测试的具体内容和范围，是普通话水平测试的具体依据。
《普通话水平测试实施纲要》包括：普通话水平测试用的普通话词语表（附轻声词表、儿化词表）、普通话与方言词语对照表、普通话与方言语法对照表、朗读篇目和说话话题等内容。其中词语表收入词语17055条，朗读篇目为60篇，说话话题为30个。教育部语用司司长杨光、语信司司长李宇明担任课题顾问，姚喜双教授、刘照雄研究员担任课题组负责人，著名语言学专家詹伯慧、李如龙、鲍厚星、谢留文、赖江基、陶寰、于根元、仲哲明等参与了本书部分内容的编写，著名语言学家王均、陆俭明、仲哲明、晁继周等审阅了有关内容。
《普通话水平测试实施纲要》充分利用国家语委现代汉语大规模平衡语料库、厦门大学《现代汉语词典》数据库等语料库资源和计量研究成果，吸收了国内词汇、语法及方言研究的新成果，并对词表和朗读篇目的语料进行了计量统计和分析。在注音、审音等具体问题的处理上，《实施纲要》也体现出自身特色，特别是朗读篇目全文注音，极大地方便了读者。《实施纲要》内附光盘两张，由中央人民广播电台著名播音员方明、于芳等录制，国家语委普通话培训测试中心监听，是不可多得的学习材料和宝贵的标准语音档案。《实施纲要》不仅是测试员、应试者的指导用书，而且是语言学习者、研究者和语言测试研究者的重要参考文献。
《普通话水平测试实施纲要》是普通话水平测试国家题库建设的一项基础性工作，它的出版为2004年10月开始正式实施《普通话水平测试大纲》奠定了良好基础。
